Vietnam Reorganizes Its Provinces Starting July 2025
Hanoi, July 1, 2025 – Vietnam today begins a major administrative reform with the creation of 34 new provincial-level units, 29 fewer than the current number. This reorganization, adopted by the National Assembly earlier this year, aims to merge certain provinces and strengthen major urban centers such as Ho Chi Minh City, Hanoi, and Can Tho. It is part of the Vietnamese Communist Party’s effort to modernize the state apparatus while respecting the aspirations of the population. According to the authorities, the reform has received broad consensus nationwide and reflects a long-term strategic vision.

Alongside this territorial restructuring, Vietnam is stepping up initiatives to boost its tourism sector, one of the main pillars of its economy. The government has recently adopted a series of measures favorable to international travelers. Nationals of several European countries, including France, can now benefit from a 90-day multiple-entry electronic visa, quickly issued online. This development has been widely welcomed by tourism professionals.
The country is also focusing on diversifying its tourism offering. Beyond iconic destinations such as Ha Long Bay or Hoi An, Vietnam is seeking to promote new experiences: ecotourism in the northern mountains, cultural circuits in the Central Highlands, culinary discovery through local markets, or immersive homestays.
In a global context marked by uncertainty, Vietnam stands out as a stable and reassuring destination. The country enjoys a calm political climate, strengthened internal security, and a positive international image. The kindness of its people, their sense of hospitality, and the ever-present smiles help make Vietnam a particularly popular destination among French travelers.
With more flexible visa policies, an enriched tourism offering, and continuously improving infrastructure, Vietnam hopes to attract more than 18 million foreign visitors in 2025. An ambitious yet realistic goal, according to analysts, who see in this dual dynamic—administrative and tourism-related—the signs of a country looking firmly toward the future.
